REGULAR TOWN BOARD MEETING, January 17, 2024
The regular meeting of the Town Board of the Town of St. Croix Falls was called to order by Chairman Mike Dorsey at 6:05 p.m. on Wednesday, January 17, 2024, at the Town Hall. Proper notice was given as the agenda was posted at the town hall and on the town’s website January 12, 2024. The Pledge of Allegiance was said. Present by roll call were Chairman Mike Dorsey, supervisors Katie Appel and Jeremy Hall. Brent Priebe arrived at 6:10 p.m. Also present were town clerk/treasurer Janet Krueger, public works employee Steve Jacobs and legal counsel Adam Jarchow. Supervisor Will Bergmann was absent.
Appel/Hall moved to approve the agenda; motion carried. Appel/Hall moved to approve the minutes as printed for the December 13, 2023, town board meeting; motion carried.
No public comment was had.
Committee, Commission and Employee Reports: Mr. Jacobs gave the highway report. Ms. Krueger presented the clerk/treasurer’s report. Receipts for the period ending December 31, 2023, amounted to $232,610.01, cash balance on December 31, 2023, was $394,775.68. Hall/Appel moved to approve payment of vouchers #23-310 through #23-329 amounting to $28,055.19 and vouchers #24-001 through 24-019 amounting to $323,372.43; motion carried on a unanimous roll-call vote, 4-0. The 2023 year end budget summaries and the 2024 year to date budget summaries were reviewed. The building permit and zoning permit logs were reviewed. No supervisor or chairman reports were given.
New Business: Appel/Priebe moved to adopt Resolution 24-01 setting the date, time and location for the Open Book and Board of Review; motion carried on a unanimous roll-call vote, 4-0.
Resolution 24-01
A RESOLUTION TO SET DATE, TIME, AND LOCATION OF OPEN BOOK AND BOARD OF REVIEW FOR THE TOWN OF ST. CROIX FALLS
WHEREAS Wisconsin Statute 70.45 requires the Town to have the assessment roll open for examination by the public; and that the assessor shall be present for at least two (2) hours while the assessment roll is open for inspection; and
WHEREAS Wisconsin Statute 70.47 requires that the Board of Review meet annually during a 45-day period starting the 4th Monday of April and no sooner than seven days after the last day of which the assessment roll is open for examination.
THEREFORE BE IT RESOLVED that the Town Board of the Town of St. Croix Falls, Polk County, Wisconsin, pursuant to Wisconsin Statute 70.45 sets the date of the Open Book in the Town of St. Croix Falls, Polk County, to be held on the 8th day of April, 2024, commencing at 6:30 p.m. to 8:30 p.m. at the Town Hall; and
BE IT FURTHER RESOLVED that the Town Board of the Town of St. Croix Falls, Polk County, Wisconsin, pursuant to Wisconsin Statute 70.47 sets the date of the Board of Review for the Town of St. Croix Falls, Polk County, to be held on the 24th day of April, 2024, commencing at 6:30 to 8:30 p.m. at the Town Hall; and
BE IT FURTHER RESOLVED that the clerk will provide notice to the public as required by Wisconsin Statutes 70.45(2).
Appel/Hall moved to adopt Resolution 24-02 appointing alternate election inspectors for 2024 and 2025; motion carried on a unanimous roll-call vote, 4-0.
Resolution 24-02
A RESOLUTION APPOINTING THE 2024-2025 ELECTION BOARD
WHEREAS, Wisconsin Statutes require each municipality in the State to appoint the Election Inspectors (aka Election Board) and special voting deputies in its jurisdiction between December 1 and December 31, of each odd-numbered year for a two-year term, and
WHEREAS, Resolution 23-42 was adopted on December 31, 2023, appointing seven members to the 2024-2025 election board; and
WHEREAS the Town Board wishes to have additional alternate members appointed the 2024-2025 election board to ensure adequate coverage of the upcoming elections.
THEREFORE BE IT RESOLVED, that the following list of individuals be named Alternate Election Inspectors (aka Election Board) for the Town of St. Croix Falls for the 2024 and 2025 election cycle:

Christine Giffey-Brohaugh, 1623 River Road, St. Croix Falls, 54024, Unaffiliated;
Ken Roberts, 1831 US Highway 8, St. Croix Falls, 54024, Unaffiliated;
Shaila Johnson, 2246 215th Avenue, St. Croix Falls, WI 54024, Unaffiliated; and
Sue Turner, 1721 Sunnyvale Lane, Centuria, WI, 54824, Unaffiliated.

BE IT FURTHER RESOLVED, that the compensation be established at $12.00 per hour when performing duties as election inspectors or in training as required by Wisconsin Statutes and by the State Elections Board; and
BE IT FURTHER RESOLVED, that there be no special voting deputies appointed at this time
Discussion was had on redistricting fire services. A revised agreement and map will be considered at next month’s meeting. The chairman presented an offer that was made for the dump truck; consensus of the town board was to deny the offer. The language regarding accessory structures in the Building Code Ordinance was reviewed. The proposed amendment will be reviewed next month with a first reading. Discussion continued on the leveling assembly for the new dump truck. Appel/Priebe moved to purchase the hydraulic leveling assembly from Universal Truck Equipment and get quotes from Universal Truck Equipment and Boss Equipment to install the leveling assembly; motion carried on a unanimous roll-call vote, 4-0. Discussion was had on 2024 road work. The public works employee will try to drill some core samples on Fairgrounds Road and the clerk will publish notice for bids for the LRIP project; paving 125th Avenue; paving 100 feet of 180th Avenue at the State Highway 35 intersection; and paving 100 feet of 180th Avenue at the 180th Street intersection
No closing public comment was had.
The next town board meeting will be held on February 21, 2024 at 6:00 p.m. There being no further business, Appel/Hall moved to adjourn the meeting; motion carried and the meeting was adjourned at 7:25 p.m.
