REGULAR TOWN BOARD MEETING, January 18, 2023
The regular meeting of the Town Board of the Town of St. Croix Falls was called to order by Chairman Mike Dorsey at 6:00 p.m. on Wednesday, January 18, 2023, at the Town Hall. Proper notice was given as the agenda was posted at the town hall and on the town’s website January 13, 2023. The Pledge of Allegiance was said. Present by roll call were chairman Mike Dorsey, supervisors Katie Appel, Will Bergmann, Jeremy Hall and Sharon Kelly. Also present were town clerk Janet Krueger, public works employee Steve Jacobs and legal counsel Adam Jarchow. Others in attendance were Deb and Ron Micek. Kelly/ Appel moved to approve the agenda; motion carried. Hall/Kelly moved to approve the minutes as printed for the December 21, 2022, town board meeting; motion carried.

Public comment: Mr. Micek explained what the pictures represented in a recent email sent to the town board members regarding the transient lodging use at 1918 140th Avenue.

Committee, Commission and Employee Reports: The treasurer’s report was reviewed. Receipts for the period ending December 31, 2022, amounted to $377,142.50, cash balance on December 31, 2022, was $569,309.83. Mr. Jacobs presented the highway report. Ms. Krueger presented the clerks report. Kelly/Hall moved to adopt Resolution 23-01 amending the 2022 budget; motion carried on a unanimous roll-call vote, 5-0.
Resolution 23-01
A RESOLUTION TO AMEND THE 2022 BUDGET
FOR THE TOWN OF ST. CROIX FALLS
WHEREAS the Town’s highway expenses will exceed the amount budgeted in 2022; and
WHEREAS the Town of St. Croix Falls has funds available in the Town’s General Operations Fund.
THEREFORE BE IT RESOLVED by the Town Board of the Town of St. Croix Falls, Polk County, Wisconsin, that the sum of three thousand dollars ($3,000.00) is hereby transferred from the General Operations Fund to be designated to the Highway expense account.

Hall/Bergmann moved to approve payment of vouchers #22-331 through #22-344 amounting to $21,589.90 and payment of vouchers #23-001 through 23-021 amounting to $355,441.30; motion carried on a unanimous roll-call vote, 5-0. The 2022 year end budget summaries and the 2023 year to date budget summaries were reviewed. The building permit log was reviewed and a citizen complaint regarding traffic on Nyberg Court due to the Miracle at Big Rock event was reviewed. Chairman Dorsey stated this has been addressed and hopefully corrected with Google maps. A request was made by the property owner of the special exception for transient lodging at 1918 140th Avenue to hold the public hearing regarding revising or revoking the special exception to the March plan commission meeting. Consensus of the town board is to hold the public hearing at the March 8, 2023, plan commission meeting. There were no chairman or supervisor reports.

New Business: Bergmann/Hall moved to approve Resolution 23-02 setting the date, time and location for the 2023 Open Book and Board of Review; motion carried on a unanimous roll-call vote, 5-0.
Resolution 23-02
A RESOLUTION TO SET DATE, TIME, AND LOCATION OF OPEN BOOK AND BOARD OF REVIEW FOR THE TOWN OF ST. CROIX FALLS
WHEREAS Wisconsin Statute 70.45 requires the Town to have the assessment roll open for examination by the public; and that the assessor shall be present for at least two (2) hours while the assessment roll is open for inspection; and
WHEREAS Wisconsin Statute 70.47 requires that the Board of Review meet annually during a 45-day period starting the 4th Monday of April and no sooner than seven days after the last day of which the assessment roll is open for examination.
THEREFORE BE IT RESOLVED that the Town Board of the Town of St. Croix Falls, Polk County, Wisconsin, pursuant to Wisconsin Statute 70.45 hold the Open Book in the Town of St. Croix Falls, Polk County to be held on the 30th day of March, 2023, commencing at 6:30 p.m. to 8:30 p.m. at the Town Hall; and
BE IT FURTHER RESOLVED that the Town Board of the Town of St. Croix Falls, Polk County, Wisconsin, pursuant to Wisconsin Statute 70.47 sets the date of the Board of Review for the Town of St. Croix Falls, Polk County, to be held on the 26th day of April, 2023, commencing at 6:30 to 8:30 p.m. at the Town Hall; and
BE IT FURTHER RESOLVED that the clerk will provide notice to the public as required by Wisconsin Statutes 70.45(2).

Discussion was had on contracting with a new web designer and IT service.

Sharon Kelly stated she would like to attend the WTA District meeting in Cumberland on April 1, 2023. The clerk will send in the registration.

Closing public comment was had: Mrs. Micek expressed concern over the public hearing being delayed until the March 8, 2023, plan commission meeting. Mr. Micek complemented the town and highway employee on how well the town roads have been maintained this year.

The next regular town board meeting is scheduled for February 15, 2023, at 6:00 p.m. There being no further business, Bergmann/Hall moved to adjourn the meeting; motion carried and the meeting was adjourned at 6:52 p.m.
