REGULAR TOWN BOARD MEETING, February 21, 2024

The regular meeting of the Town Board of the Town of St. Croix Falls was called to order by Chairman Mike Dorsey at 6:05 p.m. on Wednesday, February 21, 2024, at the Town Hall.  Proper notice was given as the agenda was posted at the town hall and on the town’s website February 16, 2024.  The Pledge of Allegiance was said.  Present by roll call were Chairman Mike Dorsey, supervisors Katie Appel, Will Bergmann, Jeremy Hall and Brent Priebe.  Also present were town clerk/treasurer Janet Krueger, public works employee Steve Jacobs and legal counsel Adam Jarchow.  Others in attendance were Monarch Paving representative Caleb LaFare, and Brad Nygren.

Appel/Priebe moved to approve the agenda; motion carried. Appel/Bergmann moved to approve the minutes as printed for the January 17, 2024, town board meeting; motion carried.

No public comment was had.

Committee, Commission and Employee Reports: Mr. Jacobs gave the highway report.  Ms. Krueger presented the clerk/treasurer’s report.  Hall/Appel moved to approve Resolution 24-03 amending the 2024 budget; motion carried on a unanimous roll-call vote, 5-0.

Resolution 24-03

A RESOLUTION TO AMEND THE 2024 BUDGET

FOR THE TOWN OF ST. CROIX FALLS

WHEREAS an overpayment for real estate tax will exceed the amount budgeted in the Town of St. Croix Falls Miscellaneous Expense 2024 which is used for such payments; and

WHEREAS the funds for this overpayment were received and receipted into the Town of St. Croix Falls General Operations Fund.

THEREFORE BE IT RESOLVED by the Town Board of the Town of St. Croix Falls, Polk County, Wisconsin, that the sum of two thousand dollars ($2,000.00) is hereby transferred from the General Operations Fund to be designated to the Miscellaneous Expense account.

 

Bergmann/Hall moved to approve payment of vouchers #24-020 through 24-051 amounting to $1,441,937.69; motion carried on a unanimous roll-call vote, 5-0.  The 2024 year to date budget summaries were reviewed.  Receipts for the period ending January 31, 2024, amounted to $1,539,866.50, cash balance on January 31, 2024, was $1,603,062.69.  The building permit and zoning permit logs were reviewed.  No supervisor or chairman reports were given.

New Business:  Bids received and reviewed from Monarch Paving for the 2024 asphalt paving projects were $216,498.13 – warm mix and $213,872.13 – hot mix to pave approximately 1.25 miles by 22 feet wide of 125th Avenue; $6,362.68 – warm mix and $6,308.18 – hot mix to pave 100 feet by 22 feet of 180th Avenue from the intersection of State Road 35N east; and $6,362.68 – warm mix and $6,308.18 – hot mix to pave 100 feet by 22 feet of 180th Avenue from the intersection of 180th Street west.  Hall/Bergmann moved to approve and award the bid to Monarch Paving Company consisting of:  $216,498.13 to pave approximately 1.25 miles by 22 feet wide of 125th Avenue with warm mix asphalt; $6,362.68 to pave 100 feet by 22 feet of 180th Avenue from the intersection of State Road 35N east with warm mix asphalt; and $6,362.68 to pave 100 feet by 22 feet of 180th Avenue from the intersection of 180th Street west with warm mix asphalt for a total of $229,223.49 with a completion date of no later than June 30, 2024, on the 125th Avenue project; motion carried on a unanimous roll-call vote, 5-0.  One bid was received and reviewed from Monarch Paving for the Local Road Improvement Project (Fairgrounds Road) $12,461.86 to pulverize approximately 2885 feet of asphalt; and $100,270.79 – warm mix or $99,110.79 – hot mix to pave approximately 2885 feet by 22 feet.  Appel/Priebe moved to approve and award the bid to Monarch Paving Company for the Local Road Improvement Project (Fairgrounds Road) to pulverize and pave with warm mix asphalt approximately 2885 feet by 22 feet starting at the City of St. Croix Falls limits in the total amount of $112,732.65; motion carried on a unanimous roll-call vote, 5-0.  Bergmann/Hall moved to adopt the financial report for 2023; motion carried.  Appel/Priebe moved to authorize Will Bergmann as an additional signature on the Town’s bank accounts; motion carried.  Appel/Hall moved to adopt Resolution 24-04 approving additional Operator/Bartender licenses; motion carried on a unanimous roll-call vote, 5-0.

Resolution 24-04

A RESOLUTION APPROVING OPERATOR’S LICENSES

FOR THE YEAR ENDING JUNE 30, 2024

WHEREAS the individuals listed below have made application to the Town Clerk requesting an operator’s licenses pursuant to Sections 125.32(2) and 125.68(2) of the Wisconsin Statutes for the year ending June 30, 2024, and

WHEREAS the applications appear to be complete and the required fee has been paid;

THEREFORE BE IT RESOLVED that the Town Board of the Town of St. Croix Falls does approve and grant operator’s licenses to:

BE IT FURTHER RESOLVED that the Town Clerk be authorized to issue the licenses as the case may be.

 

The proposed amendment to the Building Code Ordinance striking the language prohibiting non permanent accessory structures was reviewed and the first reading was had.  Hall/Bergmann moved to accept the sale of the 2015 dump truck in the amount of $55,350.00; motion carried.  An update was given on the 5 ton per axle spring weight restriction.  Appel/Priebe moved to post spring weight restriction signs February 22, 2024; motion carried.  Local municipalities are required to inventory their 6’ to 20’ culvert/bridge structures by December 31, 2024, and determine who will be doing the inventory by April 15, 2024.  Consensus of the Town Board was that the town highway maintenance employee will be doing the inventory for the Town of St. Croix Falls.  No discussion was had on additional road work for 2024.  Discussion was had on the updated fees for fire service and the fire contract with the City of St. Croix Falls.  Chairman Dorsey will address questions and concerns with the City Administrator regarding the fees.  Mr. Jacobs will attend the Wisconsin Towns Association spring workshop for information on the culvert inventory and additional funding for road projects.

Closing public comment – Mr. Nygren inquired whether residents would be informed when 125th Avenue is being paved and addressed concern on potential traffic increase on 125th Avenue when the new hospital is built.

The next town board meeting will be held on March 20, 2024 at 6:00 p.m.  There being no further business, Bergmann/Hall moved to adjourn the meeting; motion carried and the meeting was adjourned at 7:15 p.m.
