03-08-23 Plan Commission Meeting

PLAN COMMISSION MEETING, March 8, 2023
The regular meeting of the Town Plan Commission for the Town of St. Croix Falls was called to order by Chairman Mike Dorsey at 6:00 p.m. on Wednesday, March 8, 2023, at the Town Hall.  Proper notice was given as the agenda was published in the February 22, 2023, and March 1, 2023, editions of the Inter County Leader and posted at the town hall and on the town’s website March 3, 2023.  The Pledge of Allegiance was said.  Present by roll call were Chairman Mike Dorsey, members Jeremy Appel, Dave Berg, Rick Katzmark, Gus Koecher and Kyle Yunker.  Absent were Stacy Bergmann and Kevin Rector.  Also present were Janet Krueger, town clerk; Ben Campbell, zoning administrator; and Adam Jarchow, legal counsel.  Others in attendance were Mike Bartz, Denise Evert, Ron and Deb Micek, Anna Nelson, Kristin Possom, Katie Appel and Sharon Kelly.  Yunker/Koecher moved to approve the agenda; motion carried.  Yunker/Katzmark moved to approve the November 9, 2022, meeting minutes; motion carried.

No public comment was had.

Public Hearing – Revise or Revoke Special Exception for transient lodging at 1918 140th Avenue located in the NE ¼ of NE ¼ of Section 26, T34N, R18W and identified as tax parcel #044-00691-0000.

The public hearing opened at 6:04 p.m.  Mr. and Mrs. Micek requested the special exception be revoked.  Mike Bartz and Denise Evert stated when they were notified of issues they took steps to correct the issues.  Kristin Possom and Anna Nelson support the special exception for transient lodging at 1918 140th Avenue.  The public hearing closed at 6:34 p.m.

Yunker/Appel moved to recommend town board amend condition #2 to extend the probationary period one year; motion carried on a unanimous roll-call vote, 6-0.

Discussion was had on potential amendments to the zoning ordinance.  Koecher/Katzmark moved to recommend to the town board language that is prepared by the zoning administrator and legal counsel that determines the lot width by averaging the width on irregular shaped parcels; motion carried on a unanimous roll-call vote, 6-0.  Katzmark/Koecher moved to recommend to the town board the addition of major home occupation as a special exception in the residential and agricultural districts; motion carried on a unanimous roll-call vote, 6-0.  Kocher/Berg moved to recommend to the town board the addition of “Motor Vehicle Dealership” as a special exception in the commercial district; motion carried on a roll-call vote, 5-1 (Yeas:  Appel, Berg, Dorsey, Katzmark & Koecher; Nays:  Yunker.  Yunker/Katzmark moved to recommend to the town board the amended special exception termination language; motion carried on a unanimous roll-call vote, 6-0.

Closing public comment was had.  Kristin Possum thanked the commission for their review of the transient lodging special exception.

The next plan commission meeting is scheduled for April 12, 2023, at 6:00 p.m.

There being no further business, Yunker/Koecher moved to adjourn the meeting; motion carried and the meeting was adjourned at 7:10 p.m.
