03-13-24 Plan Commission Meeting

PLAN COMMISSION MEETING, March 13, 2024
The regular meeting of the Town Plan Commission for the Town of St. Croix Falls was called to order by Chairman Mike Dorsey at 6:00 p.m. on Wednesday, March 13, 2024, at the Town Hall.  Proper notice was given as the notice was published in the February 28, 2024, and March 6, 2024, editions of the Inter County Leader and the agenda was posted at the town hall and on the town’s website March 8, 2024.  The Pledge of Allegiance was said.  Present by roll call were Chairman Mike Dorsey, members Jeremy Appel, Kevin Rector, Gus Koecher and Kyle Yunker.  Member Dave Berg arrived at 6:01 pm.  Members Stacy Bergmann and Rick Katzmark were absent.  Also present were town clerk Janet Krueger and legal counsel Adam Jarchow.  Others present were Scott Hansen and Terri Larson.

Yunker/Rector moved to approve the agenda; motion carried.  Yunker/Koecher moved to approve the October 11, 2023, meeting minutes; motion carried.

No public comment was had.

Public Hearing – Amendment to the Ordinance entitled “Adoption of Wisconsin Building Codes” to strike language prohibiting non permanent accessory structures.

The public hearing opened at 6:03 p.m.  No comments were made from public.  Commission members discussed.  The public hearing was closed at 6:05 p.m.

Rector/Koecher moved to recommend Town Board approval of the proposed amendment striking language prohibiting non permanent accessory structures; motion carried on a unanimous roll-call vote, 6-0.

Fawn Doe Rosa requested a waiver from the Commercial Design Guidelines for structures within the amusement park where animals are contained.  Owners Scott Hansen and Terri Larson explained there request.  Discussion was had.  Koecher/Berg moved to recommend Town Board waive the Commercial Design Guidelines for structures within the Fawn Doe Rosa amusement park where animals are contained; motion carried on a unanimous roll-call vote, 6-0.

No closing public comment was had.

There being no further business, Rector/Koecher moved to adjourn the meeting; motion carried and the meeting was adjourned at 6:15 p.m.
