04-10-24 Plan Commission Meeting
PLAN COMMISSION MEETING, April 10, 2024
The regular meeting of the Town Plan Commission for the Town of St. Croix Falls was called to order by Chairman Mike Dorsey at 6:00 p.m. on Wednesday, April 10, 2024, at the Town Hall. Proper notice was given as the notice was published in the March 27, 2024, edition of the Inter County Leader and a corrected notice was published in the April 3, 2024, edition of the Inter County Leader. The agenda was posted at the town hall and on the town’s website April 5, 2024. A corrected notice was mailed to property owners within 1,000 feet of the transient lodging on April 2, 2024. The Pledge of Allegiance was said. Present by roll call were Chairman Mike Dorsey, members Jeremy Appel, Dave Berg, Stacy Bergmann and Rick Katzmark. Members Kevin Rector, Gus Koecher and Kyle Yunker were absent. Also present were town clerk Janet Krueger and legal counsel Adam Jarchow. Others present were Ron and Deb Micek, Doug Skaug, Peter Trinh and Kathy Das Gupta.
Bergmann/Katzmark moved to approve the agenda; motion carried. Bergmann/Berg moved to approve the March 13, 2024, meeting minutes; motion carried.
No public comment was had.
Public Hearing – Commercial Design Plan for a new accessory structure to be used for storage at the Mini Golf/Go Kart facility located at 1971 US Highway 8.
The public hearing opened at 6:03 p.m. Mr. Skaug presented his plan. No comments were made from public. The public hearing closed at 6:05 p.m.
Katzmark/Appel moved to recommend Town Board approval of the Commercial Design Plan for an accessory structure as presented at 1971 US Highway 8; motion carried on a unanimous roll-call vote, 5-0.
Public Hearing – Transient Lodging Special Exception at 1366 190th Street.
The public hearing opened at 6:06 p.m. The applicants presented their request. Mr. Micek addressed concerns about the number of renters and the restrictions that will be applied to the special exception. The public hearing closed at 6:17 p.m.
Berg/Appel moved to recommend Town Board approval of the special exception request for transient lodging at 1366 190th Avenue with the recommended conditions presented; motion carried on a unanimous roll-call vote, 5-0.
Public Hearing – Transient Lodging Special Exception at 1368 190th Street.
The public hearing opened at 6:19 p.m. The same applicants and concerns as the previous public hearing for 1366th Street. The public hearing closed at 6:20 p.m.
Appel/Katzmark moved to recommend Town Board approval of the special exception request for transient lodging at 1368 190th Street with the recommended conditions presented; motion carried on a unanimous roll-call vote, 5-0.
No closing public comment was had.
Mr. Katzmark asked if an additional condition should be considered for transient lodging that would require the owners of transient lodging provide contact information to surrounding properties. Consensus was the information is already public.
There being no further business, Katzmark/Berg moved to adjourn the meeting; motion carried and the meeting was adjourned at 6:23 p.m.
