REGULAR TOWN BOARD MEETING, June 17, 2026

The regular meeting of the Town Board of the Town of St. Croix Falls was called to order by Chairman Mike Dorsey on Wednesday, June 17, 2026, at 6:00 p.m. at the Town Hall.  Proper notice was given as the agenda was posted at the town hall and on the town’s website June 12, 2026.  The Pledge of Allegiance was said.  Present by roll call were supervisors Katie Appel, Will Bergmann and Jeremy Hall.  Supervisor Brent Priebe arrived at 6:05 p.m.  Also present were town clerk Janet Krueger, public works employee Steve Jacobs and legal counsel Adam Jarchow.  Others present were Carol Baumgart, Michelle Schaefer, Josi Nye and James Peterson.

Hall/Appel moved to approve the agenda; motion carried.  Bergmann/Hall moved to approve the minutes as printed for the May 20, 2026, and May 21, 2026, town board meetings; motion carried.

No public comment was had.

Business:  A commercial design plan was presented for an accessory structure at 2048 US Highway 8.  Hall/Appel moved to adopt Resolution 26-09 approving the commercial design plan with conditions; motion carried on a unanimous roll-call vote, 4-0.

Resolution 26-09

A RESOLUTION APPROVING COMMERCIAL DESIGN SITE PLAN FOR

 2048 US HIGHWAY 8, TAX PARCEL #044-00927-0000, SEC. 34

WHEREAS owner Michelle Schaefer, Options on 8, Inc. has submitted a commercial design site plan for an accessory structure at 2048 US Highway 8, located in the NW ¼ of NE ¼ of Section 34, T34N, R18W, and identified as Tax Parcel No. 044-00927-0000, and

WHEREAS Chapter III, Section C, 3. Commercial District, a. All new commercial development and commercial development involving a structural alteration, addition, or repair to a structure that exceeds seventy-five (75%) percent of the equalized assessed value of the structure over a two year period shall be subject to the Town Commercial Design Guidelines as set forth in Section F of this Chapter III including site plan review and shall not be allowed unless recommended by the Plan Commission and approved by the Town Board; and

WHEREAS the Plan Commission did conduct a public hearing on the matter and did recommend approval of the site plan with the condition that the accessory structure be a minimum of 20’ from the west property line at the June 10, 2026, meeting.

THEREFORE BE IT RESOLVED that the Town Board of the Town of St. Croix Falls, Polk County, Wisconsin, does hereby concur with the Town Plan Commission and approves the commercial design site plan for an accessory structure at 2048 US Highway 8, located in the NW ¼ of NE ¼ Section of 34, T34N, R18W and identified as Tax Parcel No. 044-00927-0000, with the condition that the accessory structure be a minimum of 20’ feet from the west property line.

 

The new contract for assessment services was reviewed.  Appel/Bergmann moved to adopt Resolution 26-10 approving the three year assessment contract; motion carried on a unanimous roll-call vote, 5-0.

Resolution 26-10

A RESOLUTION APPROVING THE CONTRACT WITH RANDY PROCHNOW AS ASSESSOR FOR THE TOWN OF ST. CROIX FALLS

FOR THE YEARS OF 2027, 2028 AND 2029

WHEREAS Wisconsin Statutes 60.307(4) states the Town Board of the Town of St. Croix Falls may contract with an independent Assessor for the Town’s assessment maintenance, and

WHEREAS Assessor Randy Prochnow submitted a proposal of services for the assessment of the Town of St. Croix Falls for years 2027, 2028 and 2029.

THEREFORE BE IT RESOLVED that the Town Board of the Town of St. Croix Falls, Polk County, Wisconsin, does approve the Assessment Contract with Assessor Randy Prochnow for assessment periods of 2027, 2028 and 2029 with an annual fee of $18,500.00; and

BE IT FURTHER RESOLVED that payment of services be as follows:  first payment of $8,000.00 by January 31st, and second payment of $10,500.00 upon conclusion of the annual Board of Review.

 

Bergmann/Hall moved to approve the fireworks display for Big Rock Creek on July 4, 2026, with a rain date of July 5, 2026, and the conditions that no fireworks to be shot before 9:30 p.m. and fireworks be completed by 11:00 p.m.; motion carried on a unanimous roll-call vote, 5-0.  One bid was received for the town hall residing project.  Discussion was had and the project may be re advertised.  Appel/Hall moved to adopt Resolution 26-11; Resolution 26-12; and Resolution 26-13 approving the 2026/2027 beer and liquor licenses; operator licenses; and cigarette/tobacco/vaping licenses; motion carried on a unanimous roll-call vote, 5-0.

Resolution 26-11

A RESOLUTION APPROVING ALCOHOL BEVERAGE LICENSES

FOR THE YEAR ENDING JUNE 30, 2027

WHEREAS the individuals, partnerships and corporations listed below have made application to the Town Clerk requesting alcohol beverage licenses pursuant to Chapter 125 of the Wisconsin Statutes for the year ending June 30, 2027; and

WHEREAS the applications appear to be complete and the required fee has been paid; and

WHEREAS publication of notice appeared in the Inter-County Leader on June 10, 2026, and was posted at the Town Hall and on the town’s website on June 2, 2026, per Wisconsin State Statutes 125.04(3)(g).

THEREFORE BE IT RESOLVED that the Town Board of the Town of St. Croix Falls does approve and grant alcohol beverage licenses for the year ending June 30, 2027, to the named individuals, partnerships and corporations as follows:

FOR THE YEAR ENDING JUNE 30, 2027

WHEREAS the individuals, partnerships, and corporations listed below have made application to the Town Clerk requesting cigarette, tobacco and electronic vaping device retail licenses pursuant to Section 134.65 of the Wisconsin Statutes for the year ending June 30, 2027; and

WHEREAS the applications appear to be complete and the required fee has been paid.

A RESOLUTION APPOINTING JON BUCKLEW AND RICK KATZMARK

AS REGULAR MEMBERS TO THE TOWN OF ST. CROIX FALLS PLAN COMMISSION

WHEREAS the terms of regular plan commission members Rick Katzmark and Kevin Rector expire on June 30, 2026; and

WHEREAS the Town Chairperson has re-nominated Rick Katzmark and nominated Jon Bucklew as “regular members” to the plan commission for a three year term expiring June 30, 2029.

THEREFORE BE IT RESOLVED that the Town Board of the Town of St. Croix Falls, Polk County, Wisconsin, appoints to the Town of St. Croix Falls Plan Commission

Jon Bucklew as a regular member with a term ending June 30, 2029; and

Rick Katzmark as a regular member with a term ending June 30, 2029.

BE IT FURTHER RESOLVED that these terms begin July 1, 2026.

Hall/Bergmann moved to adopt Resolution 26-15 appointing members to the Town’s board of adjustments board; motion carried on a unanimous roll-call, 5-0.

Resolution 26-15

A RESOLUTION APPOINTING MEMBERS

TO THE BOARD OF ADJUSTMENT

FOR THE TOWN OF ST. CROIXFALLS

WHEREAS the term of regular board of adjustments members Ron Micek expired June 30, 2025, and Joel Yunker expires June 30, 2026; and

WHEREAS the Town Chairperson has re-nominated Ron Micek as a regular member to the board of adjustment for a three year term expiring June 30, 2028, and Joel Yunker as a regular member to the board of adjustment for a three year term expiring June 30, 2029.

THEREFORE BE IT RESOLVED that the Town Board of the Town of St. Croix Falls, Polk County, Wisconsin, appoints to the Town of St. Croix Falls Board of Adjustment

Ron Micek as a regular member with a term ending June 30, 2028; and

Joel Yunker as a regular member with a term ending June 30, 2029.

BE IT FURTHER RESOLVED that these terms begin upon the passing of this resolution.

Discussion was had on data centers.  Legal counsel stated as the town ordinance currently reads that data centers would not be allowed.  He asked the Board to review the current permitted and special exception uses to see if they would prefer more specific language to either permit or exclude data centers.  Discussion was had on repair to the on ton pickup.  Priebe/Hall moved to approve the repair to the one ton pickup in an amount not to exceed twenty-five hundred dollars ($2,500.00); motion carried on a unanimous roll-call vote, 5-0.  Mr. Jacobs stated the City of St. Croix Falls was still reviewing the potential of moving the snowmobile trail to City property instead of along 160th Avenue.  Discussion was had on road work.  There was no training to be approved at this time.

Committee, Commission and Employee Reports: Mr. Jacobs gave the highway report.  The clerk’s report was presented.  Hall/Priebe moved to approve payment of vouchers #26-140 through #26-166 in the amount of $27,152.31; motion carried on a unanimous roll-call vote, 5-0.  The 2026 year to date budget summaries were reviewed.  Receipts for the period ending May 31, 2026, amounted to $8,866.46, cash balance on May 31, 2026, was $541,659.40.  The clerk had met with the Town’s insurance agent to review the current policies and asked the Board if there was interest in raising the Town’s general liability/public officials from $4,000,000/$10,000,000 to $5,000,000/$10,000,000 at an additional premium of $187 annually.  Consensus was to leave at the current level.  The minutes from the plan commission meeting; building permit log and zoning logs were reviewed.

No closing public comment.

The July town board meeting will be held July 15, 2026.  There being no further business, Hall/Priebe moved to adjourn the meeting; motion carried and the meeting was adjourned at 7:05 p.m.
