REGULAR TOWN BOARD MEETING, June 18, 2025
The regular meeting of the Town Board of the Town of St. Croix Falls was called to order by Chairman Michael Dorsey on Wednesday, June 18, 2025, at 6:00 p.m. at the Town Hall. Proper notice was given as the agenda was posted at the town hall and on the town’s website June 13, 2025. The Pledge of Allegiance was said. Present by roll call was Chairman Michael Dorsey, supervisors Katie Appel, Will Bergmann, Jeremy Hall and Brent Priebe. Also present were town clerk/treasurer Janet Krueger, public works employee Steve Jacobs and legal counsel Adam Jarchow. Others in attendance were Brian Raddatz, Josh Klocker, and Fran and Denyce McLaughlin.
Hall/Priebe moved to approve the agenda; motion carried. Priebe/Appel moved to approve the minutes as printed for the May 21, 2025, town board meeting; motion carried.
No public comment was had.
Committee, Commission and Employee Reports: Mr. Jacobs gave the highway report. Ms. Krueger presented the clerk/treasurer’s report. Hall/Bergmann moved to approve payment of vouchers #25-141 through #25-169 in the amount of $71,679.94; motion carried on a unanimous roll-call vote, 5-0. The 2025 year to date budget summaries were reviewed. Receipts for the period ending May 31, 2025, amounted to $7,636.30, cash balance on May 31, 2025, was $561,672.66. The plan commission minutes, zoning logs and building permit log were reviewed. Supervisor Hall stated Polk County had received correspondence from the Department of Natural Resources regarding the county’s shoreland ordinance and thought the Town may want to consider sending a letter to the County regarding the findings; and stated the Polk County Recycling Center is near completion and stated recycling bins will be available 24 hours, 7 days a week.
New Business: A subdivision request was presented for parcel #044-00492-0000, Section 21, located in the NW corner of Fairgrounds Road and 210th Street. Mr. Hall recused himself from conversation. Appel/Priebe moved to adopt Resolution 25-20 approving the minor subdivision; motion carried on a unanimous roll-call vote, 4-0, with Supervisor Hall abstaining.
Resolution 25-20
A RESOLUTION APPROVING A MINOR SUBDIVISION
IN THE TOWN OF ST. CROIX FALLS – JEREMY/RACHEL HALL PARCEL
WHEREAS Jeremy/Rachel Hall, owners of real property in the SE¼ of NE ¼ of Section 21, T34N, R18W, identified as Tax Parcel No. 044-00492-0000 and located on the NW corner of Fairgrounds Road and 210th Street; and
WHEREAS the owner has proposed dividing the current 35.26 acres, more or less, into two parcels, new parcel (Lot 2) consisting of 3.19 acres and the remaining 32.06 acres (Lot 1), more or less.
THEREFORE BE IT RESOLVED that the Town Board of the Town of St. Croix Falls, Polk County, Wisconsin, approves the creation of a minor subdivision from Tax Parcel No. 044-00492-0000 into two parcels, new parcel (Lot 2) consisting of 3.19 acres and the remaining parcel (Lot 1) consisting of 32.06 acres, more or less; and
BE IT FURTHER RESOLVED that the Town Board authorizes a Town Representative to sign the “Polk County Subdivision Ordinance Town Board Check List”, and
BE IT FURTHER RESOLVED that the Town Board requests the Polk County Land Information Office to review and approve the creation of this minor subdivision, and
BE IT FURTHER RESOLVED that the subdivider provides the Town with a copy of the Certified Survey Map after same has been recorded in the Polk County Register of Deeds Office.
A special exception request for a structure with eight 20’ x 48’ storage units at 1978 US Highway 8 was presented. Hall/Appel moved to adopt Resolution 25-21 approving the special exception use for a structure with eight 20’ x 48’ storage units; motion carried on a unanimous roll-call vote, 5-0.
Resolution 25-21
A RESOLUTION GRANTING A SPECIAL EXCEPTION
TO JOSHUA KLOCKER/AMADEUS LLC FOR A STRUCTURE WITH
EIGHT 20’ X 48’ STORAGE UNITS AT 1978 US HIGHWAY 8 IN THE COMMERCIAL DISTRICT
WHEREAS agent Joshua Klocker, Amadeus LLC property owner has filed an application with the Town of St. Croix Falls for a structure with eight 20’ x 48’ storage units at 1978 US Highway 8, located in the NW ¼ of NW ¼ of Section 35, T34N, R18W, and identified as Tax Parcel #044-00982-0000; and
WHEREAS Chapter III, Section C, 3. Commercial District, c. 23 – requires as special exception for any use similar in character to a permitted or special exception use; and
WHEREAS per Chapter I, Section I, 3, (b) the Plan Commission did conduct a public hearing on the matter and did recommend approval on June 11, 2025, for the special exception with conditions for a structure of eight 20’ x 48’ storage units at 1978 US Highway 8, located in the NW ¼ of NW ¼ of Section 35.
THEREFORE BE IT RESOLVED that the Town Board of the Town of St. Croix Falls, Polk County, Wisconsin, does hereby concur with the Town Plan Commission to grant a special exception to Joshua Klocker/Amadeus LLC for a structure with eight 20’ x 48’ storage units a 1978 US Highway 8 in the NW ¼ of NW ¼ of Section 35 and identified as tax parcel number #044-00982-0000 subject to the following conditions:
- No outdoor storage allowed on the property;
- The business will be on a one year probationary period during which any complaint will lead to an automatic review of the special exception and/or conditions by the Plan Commission and/or Town Board;
- The special exception shall terminate upon the sale or transfer of ownership of either the parcel of land or the business itself; and
- The Business must obtain and maintain all proper permits.
BE IT FURTHER RESOLVED that this special exception is conditioned on the applicants obtaining the necessary and required permits, if any, from Polk County and various agencies of the State of Wisconsin; and
BE IT FURTHER RESOLVED that this special exception must be exercised by application for necessary permits, if any, or business activity as approved within twelve (12) months of the date of this Resolution.
An application for the commercial design plan for the new structure at 1978 US Highway was presented. Bergmann/Hall moved to adopt Resolution 25-22 approving the commercial design plan as amended; motion carried on a unanimous roll-call vote, 5-0.
Resolution 25-22
A RESOLUTION APPROVING COMMERCIAL DESIGN SITE PLAN FOR
1978 US HIGHWAY 8, TAX PARCEL #044-00982-0000, SEC. 35
WHEREAS agent Joshua Klocker, Amadeus LLC has submitted a commercial design site plan for a new structure at 1978 US Highway 8, located in the NW ¼ of NW ¼ of Section 35, T34N, R18W, and identified as Tax Parcel No. 044-00982-0000, and
WHEREAS Chapter III, Section C, 3. Commercial District, a. All new commercial development and commercial development involving a structural alteration, addition, or repair to a structure that exceeds seventy-five (75%) percent of the equalized assessed value of the structure over a two year period shall be subject to the Town Commercial Design Guidelines as set forth in Section F of this Chapter III including site plan review and shall not be allowed unless recommended by the Plan Commission and approved by the Town Board; and
WHEREAS the Plan Commission did conduct a public hearing on the matter and did recommend approval of the site plan for a new structure with the amendment of 50’ to 55’ between the existing structure and new structure to allow for the 20’ rear set back on June 11, 2025.
THEREFORE BE IT RESOLVED that the Town Board of the Town of St. Croix Falls, Polk County, Wisconsin, does hereby concur with the Town Plan Commission and approves the commercial design site plan for a new structure at 1978 US Highway 8, with the amendment of 50’ to 55’ between the existing structure and new structure to allow for the 20’ rear set back located in the NW ¼ of NW ¼ Section of 35, T34N, R18W and identified as Tax Parcel No. 044-00982-0000.
Zoning amendments to the kennel definition and amendments to the special exception language for kennels was reviewed and the first reading was had. Hall/Bergmann moved to approve the fireworks display at Big Rock Creek on July 4, 2025, with the conditions that no fireworks be shot prior to 9:00 p.m. and no display if the fire danger is extreme; motion carried. Appel/Bergmann moved to adopt Resolution 25-23; Resolution 25-24; and Resolution 25-25 approving the annual liquor/beer; cigarette/tobacco; and operator licenses for the year ending June 30, 2026; motion carried on a unanimous roll-call vote, 5-0.
Resolution 25-23
A RESOLUTION APPROVING ALCOHOL BEVERAGE LICENSES
FOR THE YEAR ENDING JUNE 30, 2026
WHEREAS the individuals, partnerships and corporations listed below have made application to the Town Clerk requesting alcohol beverage licenses pursuant to Chapter 125 of the Wisconsin Statutes for the year ending June 30, 2026; and
WHEREAS the applications appear to be complete and the required fee has been paid; and
WHEREAS publication of notice appeared in the Inter-County Leader on June 11, 2025, and was posted at the Town Hall and on the town’s website on June 6, 2025, per Wisconsin State Statutes 125.04(3)(g).

WHEREAS the individuals, partnerships, and corporations listed below have made application to the Town Clerk requesting cigarette, tobacco and electronic vaping device retail licenses pursuant to Section 134.65 of the Wisconsin Statutes for the year ending June 30, 2026; and
WHEREAS the applications appear to be complete and the required fee has been paid.

Hall/Appel moved to adopt Resolution 25-26 reappointing Dave Berg, Stacy Bergmann and Frank Behning to the plan commission; motion carried on a unanimous roll-call vote, 5-0.
Resolution 25-26
A RESOLUTION APPOINTING DAVE BERG AND STACY BERGMANN
AS REGULAR MEMBERS & FRANK BEHNING AS AN ALTERNATE MEMBER
TO THE TOWN OF ST. CROIX FALLS PLAN COMMISSION
WHEREAS the terms of regular plan commission members Dave Berg and Stacy Bergmann and alternate member Frank Behning expire on June 30, 2025; and
WHEREAS the Town Chairperson has re-nominated Dave Berg and Stacy Bergmann as “regular members” and Frank Behning as “alternate member” of the plan commission for a three year term expiring June 30, 2028.
THEREFORE BE IT RESOLVED that the Town Board of the Town of St. Croix Falls, Polk County, Wisconsin, appoints to the Town of St. Croix Falls Plan Commission
Dave Berg as a regular member with a term ending June 30, 2028;
Stacy Bergmann as a regular member with a term ending June 30, 2028; and
Frank Behning as a alternate member with a term ending June 30, 2028.
BE IT FURTHER RESOLVED that these terms begin July 1, 2025.
A bid was received from Madison Construction for pulverizing approximately .5 miles of 180th Street-$7,220.00; pulverizing approximately .32 miles of Lees Avenue-$2,535.00; pulverizing approximately 1 mile of 200th Street-$12,735.00; and pulverizing approximately 700 feet of 165th Avenue-$1,790.00. A bid was received from Fahrner Asphalt Sealers to double chip seal approximately .5 miles of 180th Street-$35,375.00 CRS #2 oil and $36,258.00 CRS #2P oil; and double chip seal approximately .32 miles of Lees Avenue-$19,205.00 CRS #2 oil and $19,643.00 CRS #2P oil. Appel/Priebe moved to accept the Madison Construction bid for pulverizing 180th Street, Lees Avenue, 200th Street and 165th Avenue in the amount of $24,280.00; and the Fahrner Asphalt Sealers bid for double chip sealing 180th Street and Lees Avenue using CRS #2P oil in the amount of $55,901.00. Motion was withdrawn. Appel/Priebe moved to accept the Madison Construction bid for pulverizing 180th Street, 200th Street and 165th Avenue in the amount of $21,745.00; and the Fahrner Asphalt Sealers bid for double chip sealing 180th Street using CRS #2P oil in the amount of $36,258.00; motion carried on a unanimous roll-call vote, 5-0. Bergmann/Hall moved to order the disc for the long arm mower and demo a new ditch mower; motion carried on a unanimous roll-call vote, 5-0. Discussion was had on additional road work. Priority in order is to dig out remaining soft spots on 210th Street; remove clay on Lees Avenue and replace with gravel for a blade patch later in the season; and replace culverts on the pulverized roads.
There was no closing public comment.
The July town board meeting will be held July 16, 2025. There being no further business, Bergmann/Hall moved to adjourn the meeting; motion carried and the meeting was adjourned at 7:30 p.m.
