PLAN COMMISSION MEETING, September 10, 2025
The regular meeting of the Town Plan Commission for the Town of St. Croix Falls was called to order by Chairman Mike Dorsey at 6:00 p.m. on Wednesday, September 10, 2025, at the Town Hall.  Proper notice was given as the notice was mailed on August 25, 2025; and published in the August 27, 2025, and September 3, 2025, editions of the Inter County Leader.  The agenda was posted at the town hall and on the town’s website August 28, 2025.  The Pledge of Allegiance was said.  Present by roll call were Chairman Mike Dorsey, members Jeremy Appel, Dave Berg, and Rick Katzmark.  Members absent were Frank Behning, Stacy Bergmann, Gus Koecher and Kevin Rector.  Also present were town clerk Janet Krueger and legal counsel Adam Jarchow.  Others present were Brittany Arnett and Francis McLaughlin.

Appel/Katzmark moved to approve the agenda; motion carried.  Berg/Appel moved to approve the July 9, 2025, meeting minutes; motion carried.

No public comment was had.

Public Hearing – Brittany Arnett, lessee of property owned by River Valley Properties LLC is requesting a special exception for a pet shop/boutique with grooming and training in a non conforming structure in the commercial district at 1982 US Highway 8, identified as parcel #044-00978-0000.  The public hearing opened at 6:03 p.m.  The public hearing closed at 6:06 p.m.

Katzmark/Berg moved to recommend town board approval of a special exception for a pet shop/boutique with grooming and training in a non conforming structure at 1982 US Highway 8 with the following conditions: “The business will be on a one year probationary period during which any complaint will lead to an automatic review of the special exception and/or conditions by the Plan Commission and/or Town Board”; “The special exception shall terminate upon the sale or transfer of ownership of either the parcel of land or the business itself”; and “The business must obtain and maintain all proper permits”; motion carried on a unanimous roll-call, vote, 4-0.

Public Hearing – Denyce and Francis McLaughlin, owners are requesting a special exception for a kennel in the transitional district at 2217 150^th Avenue, identified as parcel $044-00426-0000.  The public hearing opened at 6:08 p.m.  The public hearing closed at 6:10 p.m.

Appel/Katzmark moved to recommend town board approval of a special exception for a kennel at 2217 150^th Avenue with the following conditions:  “The special exception shall terminate upon the sale or transfer of ownership of either the parcel of land or the business itself” and “The business must obtain and maintain all proper permits”; motion carried on a unanimous roll-call vote, 4-0.

There was no closing public comment.

There being no further business, Berg/Katzmark moved to adjourn the meeting; motion carried and the meeting was adjourned at 6:12 p.m.
