REGULAR TOWN BOARD MEETING, October 15, 2025

The regular meeting of the Town Board of the Town of St. Croix Falls was called to order by Chairman Michael Dorsey on Wednesday, October 15, 2025, at 6:00 p.m. at the Town Hall.  Proper notice was given as the agenda was posted at the town hall and on the town’s website October 10, 2025.  The Pledge of Allegiance was said.  Present by roll call were Chairman Michael Dorsey, supervisors Katie Appel, Will Bergmann and Jeremy Hall.  Brent Priebe arrived at 6:03 p.m..  Also present were town clerk/treasurer Janet Krueger, public works employee Steve Jacobs, and legal counsel Adam Jarchow.  Others in attendance were Stan and Sue Heiderscheidt and Michael Markee.

Bergmann/Hall moved to approve the amended agenda; motion carried. Bergmann/Hall moved to approve the minutes as printed for the September 17, 2025, town board meeting; motion carried.

No public comment was had.

Committee, Commission and Employee Reports: Mr. Jacobs gave the highway report.  Ms. Krueger presented the clerk/treasurer’s report.  Appel/Bergmann moved to adopt Resolution 25-33 amending the 2025 Budget; motion carried on a unanimous roll-call vote, 5-0.

Resolution 25-33

A RESOLUTION TO AMEND THE 2025 BUDGET FOR THE TOWN OF ST. CROIX FALLS

WHEREAS the 2% Fire Dues payment was more than expected which when disbursed to the fire districts will exceed the amount budgeted for the Fire Services account, a subcategory to the Public Safety budget line; and

WHEREAS the number of building permits issued has exceeded the amount budgeted in the Inspections account, a subcategory to the Public Safety budget line; and

WHEREAS the funds for these overpayments were received and receipted into the Town of St. Croix Falls General Operations Fund.

THEREFORE BE IT RESOLVED by the Town Board of the Town of St. Croix Falls, Polk County, Wisconsin, that the sum of twenty thousand dollars ($20,000.00) is hereby transferred from the General Operations Fund in which five thousand dollars ($5,000.00) is to be designated to the Fire Services account and fifteen thousand dollars ($15,000.00) is to be designated to the Inspections account.

 

Bergmann/Appel moved to approve payment of vouchers #25-254 through #25-275 in the amount of $26,890.91; motion carried on a unanimous roll-call vote, 5-0.  The 2025 year to date budget summaries were reviewed.  Receipts for the period ending September 30, 2025, amounted to $5,333.69, cash balance on September 30, 2025, was $401,347.71.  The plan commission minutes; zoning logs and building permit log were reviewed.  There were no supervisor reports.  Chairman Dorsey stated there will be one more cemetery meeting tomorrow night.

New Business:  Appel/Hall moved to waive the Driveway and Highway Access Ordinances minimum distance requirement between driveways to allow the proposed easement east of the existing driveway at 2280 160th Avenue; motion carried on a roll-call vote, 3-2 (Yeas:  Appel, Priebe, Dorsey; Nays:  Hall, Bergmann).  Hall/Appel moved to adopt Resolution 25-34 approving a minor subdivision of parcel #044-00410-0000 located at 2280 160th Avenue, motion carried on a unanimous roll-call vote, 5-0.

Resolution 25-34

A RESOLUTION APPROVING A MINOR SUBDIVISION IN THE TOWN OF ST. CROIX FALLS – JAMES CAMPEAU JR. PARCEL

WHEREAS James Campeau Jr., owner of real property in the NW ¼ of NW ¼  of Section 17, T34N, R18W, identified as Tax Parcel No. 044-00410-0000 and located at 2280 180th Avenue; and

WHEREAS the owner has proposed dividing the current 9.63 acres, more or less, into two parcels, new parcel (Lot 2) consisting of 5.75 acres and the remaining 3.88 acres (Lot 1); and

WHEREAS, the Plan Commission of the Town of St. Croix Falls after reviewing the subdivision request and holding a public hearing at a plan commission meeting on October 8, 2025, recommends to the Town Board to approve the subdivision on the condition the Town Board approves a waiver of the Town’s Driveway and Highway Access Ordinance, Section VII, D. – minimum of 200 feet between driveway accesses requirement.

THEREFORE BE IT RESOLVED that the Town Board of the Town of St. Croix Falls, Polk County, Wisconsin, approves the creation of a minor subdivision from Tax Parcel No. 044-00410-0000 into two parcels, new parcel (Lot 2) consisting of 5.75 acres and the remaining parcel (Lot 1) consisting of 3.88 acres; and

BE IT FURTHER RESOLVED that the Town Board waives the requirement of the 200 foot minimum distance between driveways so that upon application a driveway permit may be granted in the easement for Lot 2; and

BE IT FURTHER RESOLVED that the Town Board authorizes a Town Representative to sign the “Polk County Subdivision Ordinance Town Board Check List”, and

BE IT FURTHER RESOLVED that the Town Board requests the Polk County Land Information Office to review and approve the creation of this minor subdivision, and

BE IT FURTHER RESOLVED that the subdivider provides the Town with a copy of the Certified Survey Map after same has been recorded in the Polk County Register of Deeds Office.

 

Bergmann/Hall moved to adopt Resolution 25-35 approving a zoning map amendment for parcels #044-00049-0000 and #044-00050-0000 located at 2020 180th Avenue from Agricultural to Transitional; motion carried on a unanimous roll-call vote, 5-0.

Resolution 25-35

A RESOLUTION APPROVING A CHANGE IN THE TOWN OF ST. CROIX FALLS ZONING MAP

WHEREAS, Stanley & Susan Heiderscheidt, Jennifer Drexler and Jeffrey Heiderscheidt Et Al, owner of real property in the Town of St. Croix Falls, have requested a change in the Town’s zoning map for their properties identified as parcel numbers #044-00049-0000 and #044-00050-0000 located in the N ½ of NE ¼, Section 3 in the Town of St. Croix Falls, and

WHEREAS, the Plan Commission of the Town of St. Croix Falls after reviewing the change request and holding a public hearing at a plan commission meeting on October 8, 2025, recommends to the Town Board to approve the rezone and petition the Polk County Board of Supervisors to approve the requested change.

THEREFORE BE IT RESOLVED that the Town Board of the Town of St. Croix Falls, Polk County, Wisconsin, requests the Polk County Board of Supervisors to change the Towns zoning map as follows:

From AGRICULTURAL to TRANSITIONAL for parcel numbers #044-00049-0000 and #044-00050-0000 located in the N ½ of NE ¼, Section 3, T34N, R18W.

 

Discussion was had on eliminating the requirement for land use permits when the property is in the shoreland.  Legal counsel will work on the impact and process to town zoning.  Hall/Appel moved to adopt Resolution 25-36 approving the ambulance service contract with St. Croix Valley Emergency Medical Services Inc.; motion carried on a unanimous roll-call vote, 5-0.

Resolution 25-36

A RESOLUTION APPROVING THE AMBULANCE SERVICE CONTRACT WITH ST. CROIX VALLEY EMERGENCY MEDICAL SERVICES, INC. (SCVEMS)

WHEREAS, the Town Board of the Town of St. Croix Falls, Wisconsin, pursuant to Wis. Stats. 60.565 is authorized and required to provide ambulance service to the town; and

WHEREAS, an existing agreement with St. Croix Valley Emergency Medical Services, Inc. (SCVEMS) expires on December 31, 2025; and

WHEREAS, St. Croix Valley Emergency Medical Services, Inc. (SCVEMS) presented a contract for ambulance service for the next five years at a rate of five dollars ($5.00) per resident.

THEREFORE BE IT RESOLVED that the Town Board of the Town of St. Croix Falls, Polk County, Wisconsin, approves ambulance service with St. Croix Valley Emergency Medical Services, Inc. (SCVEMS) effective from January 1, 2026  to December 31, 2030, in the amount of five dollars ($5.00) per capita per year; and

BE IT FURTHER RESOLVED that the first half of the contract fee be paid by January 30 and the second half of the contract fee be paid by June 30; and

BE IT FURTHER RESOLVED that the Town Chair and Town Clerk be authorized to sign the said contract.

 

Hall/Bergmann moved to adopt Resolution 25-37 approving the Milltown Community Fire Association fire service contract for a portion of the Town with the recommended contract changes; motion carried on a unanimous roll-call vote, 5-0.

Resolution 25-37

A RESOLUTION APPROVING THE FIRE PROTECTION SERVICES CONTRACT FOR THE TOWN OF ST. CROIX FALLS

WHEREAS the Town Board of the Town of St. Croix Falls, pursuant to Wis. Stats. 60.55 is authorized and required to provide fire protection services to the town, and

WHEREAS Wis. Stats. 66.0301 permits intergovernmental cooperation between municipalities, and

WHEREAS the Town of St. Croix Falls has previously entered into agreements with the Village of Centuria and the City of St. Croix Falls to provide fire protection services and inspections of public buildings within the Town, and

WHEREAS the Village of Centuria has joined the Milltown Community Fire Association, Inc.; and

WHEREAS the Milltown Community Fire Association, Inc. has both facilities and equipment to provide fire protection services pursuant to Wis. Stats. 62.13(8), and

WHEREAS the Town of St. Croix Falls wishes to extend the previous agreement with the Milltown Community Fire Association, Inc. with an annual amount of $10,000.00; this amount includes the 2% fire dues.

THEREFORE BE IT RESOLVED that the Town Board of the Town of St. Croix Falls approves a fire protection contract which includes inspections of public buildings with the Milltown Fire Association, Inc. effective January 1, 2026, at an annual amount of $10,000.00 which includes the August payment for 2% fire dues.

BE IT FURTHER RESOLVED that one-half of the contract fee be paid February 1st of each year and the remaining half of the fee shall be paid September 1st of each year; and

BE IT FURTHER RESOLVED that the Town Vice Chairman and Town Clerk be authorized to sign the said contract; and

BE IT FURTHER RESOLVED that any previous agreements with the Village of Centuria are rescinded.

 

Appel/Hall moved to submit a LRIP project application to pulverize and resurface 140th Avenue between 200th Street and 208th Street; motion carried.  Discussion continued on road work – roads for chip sealing in 2026 will be considered next month.  Hall/Priebe moved to adopt Resolution 25-38 establishing the date, time and location for the 2026 budget hearing and calling a special town meeting of the electors; motion carried on a unanimous roll-call, vote 5-0.

Resolution 25-38

A RESOLUTION TO SET DATE, TIME, AND LOCATION OF PUBLIC HEARING ON THE PROPOSED 2026 BUDGET FOR THE TOWN OF ST. CROIX FALLS

AND TO CALL A SPECIAL MEETING OF THE ELECTORS OF THE TOWN OF ST. CROIX FALLS

WHEREAS, Wisconsin Statute 65.90 requires a public hearing on the annual budget for a Town; and

WHEREAS, Wisconsin Statutes requires the calling of a special Town meeting to approve and adopt the tax levy;

THEREFORE BE IT RESOLVED, that the Town Board of the Town of St. Croix Falls, Polk County, pursuant to Wisconsin Statute 65.90 calls a public hearing on the proposed 2026 budget for the Town of St. Croix Falls in Polk County to be held on 19th day of November, 2025, commencing at 7:00 p.m. at the Town Hall;

BE IT FURTHER RESOLVED, that the Town Board of the Town of St. Croix Falls Calls pursuant to Wisconsin Statutes 60.12(1)(c) a special town meeting of the electors on 19th day of November, 2025, to begin immediately following completion of the public hearing on the proposed 2026 Budget, for the following purposes;

  • To approve the 2025 town tax levy (to be collected in 2026), pursuant to Wisconsin Statutes 60.10(1) (a).

 

There was no closing public comment.

The November town board meeting will be held November 19, 2025, with the 2026 Budget Hearing and a special Town meeting of electors at 7:00 p.m.  There being no further business, Hall/Bergmann moved to adjourn the meeting; motion carried and the meeting was adjourned at 7:20 p.m.
