2024 BUDGET HEARING and 2023 SPECIAL TOWN MEETING – November 15, 2023

 BUDGET HEARING

The hearing on the proposed 2024 budget for the Town of St. Croix Falls was called to order by Chairperson Michael Dorsey at 7:00 p.m. on November 15, 2023.  Proper notice was given as notice was posted in the three designated locations of the Town Hall, Not Justa Café and Speedway on October 27, 2023.  Electors of the town present were Katie Appel. Stacy and Will Bergmann, Ryan Dewey, Mike Dorsey, Jeremy Hall, Brad Nygren, Brent Priebe, Cody Tverberg, Norval Valleen, Joel Yunker and Kyle Yunker.  Also present were highway maintenance employee Steve Jacobs and town clerk/treasurer Janet Krueger.

The chair presented the proposed 2024 budget as recommended by the Town Board.  Reviewed were the highway budget, expenditure budget, and the revenue budget.

The Chair closed the budget hearing at 7:25 p.m.

SPECIAL TOWN MEETING

A special Town meeting was called to order at 7:25 p.m. by Town Chairperson Michael Dorsey on November 15, 2023.  Proper notice was given as notice was posted in the three designated locations of the Town Hall, Not Justa Café and Speedway on October 27, 2023; and published in the Inter County Leader on November 1, 2023.  The clerk read the call of the meeting.  The sign in sheet was used as a poll list of electors present.  Electors of the town present were Katie Appel. Stacy and Will Bergmann, Ryan Dewey, Mike Dorsey, Jeremy Hall, Brad Nygren, Brent Priebe, Cody Tverberg, Norval Valleen, Joel Yunker and Kyle Yunker.  Also present were highway maintenance employee Steve Jacobs and town clerk/treasurer Janet Krueger.

Kyle Yunker moved, seconded by Stacy Bergmann, to approve Resolution 2023-01TM endorsing a town board resolution that the town levy exceed the state allowable levy limit; specifically a proposed tax levy that would exceed the allowable town tax levy for 2023 by 40.896 percent which would be a dollar increase of $240,000.00.  The motion carried on a hand vote of 11-0.

RESOLUTION BY TOWN ELECTORS TO ENDORSE THE TOWN BOARD’S
RESOLUTION TO EXCEED THE LEVY LIMIT

Whereas, the State of Wisconsin has imposed levy limits on town tax levies for 2023 and thereafter under s. 66.0602 of the Wis. Statutes; and

Whereas, s. 66.0602(5) allows the town electors in a town with a population of less than 3,000 to exceed the maximum allowable levy limit by adoption of a resolution at a town meeting of the town electors; and

Whereas, the town board has adopted a resolution supporting an increase in the town tax levy which would exceed the maximum allowable state levy limit for the Town of St. Croix Falls; and

Whereas, a special town meeting of the town electors has been called and properly noticed to consider the adoption of a resolution to endorse a town board resolution to exceed the state levy limits, specifically by increasing the allowable town tax levy for 2023 (to be collected in 2024) by 40.896%;

THEREFORE, the special town meeting of the Town of St. Croix Falls, Polk County, Wisconsin, by a majority vote of the eligible electors duly assembled and voting on this 15^th day of November, 2023, hereby resolves and orders as follows:

1. The town electors of the Town of St. Croix Falls, Polk County, Wisconsin endorse the town board resolution to increase the town tax levy for 2023 (to be collected in 2024) by 40.896 percent over the state’s allowable 2023 levy limit, for a dollar increase of $240,000 over the allowable 2023 town tax levy.
2. The town clerk shall properly post or publish this resolution as required by law under s. 60.80 (1)(a) Wis. Statutes within 30 days after its adoption.

Katie Appel moved, seconded by Kyle Yunker, to approve Resolution 2023-02 TM adopting the town tax levy for 2023 (to be collected in 2024) in the amount of $826,855 which includes the approved $240,000 levy increase; motion carried on a hand vote, 12-0.

RESOLUTION OF TOWN ELECTORS TO ADOPT THE TOTAL TOWN TAX LEVY
AT SPECIAL TOWN MEETING OF TOWN ELECTORS

Whereas, s. 60.10(1)(a) of Wis. Statutes authorizes the town electors of a town to adopt the town tax levy at a town meeting of the electors;

Whereas, a special town meeting of the electors has been called and properly noticed to approve the 2023 total town tax levy (to be collected in 2024), pursuant to s. 60.10(1)(a) Wis. Statutes;

THEREFORE, the special town meeting of the Town of St. Croix Falls, Polk County, Wisconsin, by a majority vote of the eligible electors duly assembled and voting on this 15^th day of November, 2023, hereby resolves and orders as follows:

1. The town electors of the Town of St. Croix Falls, Polk County, Wisconsin adopt the total town tax levy for 2023 (to be collected in 2024) in the amount $826,855 which includes the approved $240,000 levy increase.
2. The town clerk shall properly post or publish this resolution as required by law under s. 60.80(1)(a) Wis. Statutes within 30 days after its adoption.

Jeremy Hall moved, seconded by Brent Priebe to adjourn the special town meeting; motion carried and the meeting was adjourned at 7:35 p.m.
