07-23-24 Special Town Board Meeting

SPECIAL TOWN BOARD MEETING, July 23, 2024

A special meeting of the Town Board of the Town of St. Croix Falls was called to order by Chairman Mike Dorsey at 6:15 p.m. on Tuesday, July 23, 2024, at the Town Hall.  Proper notice was given as the agenda was posted at the town hall and on the town’s website July 19, 2024.  The Pledge of Allegiance was said.  Present by roll call were Chairman Mike Dorsey, supervisors Katie Appel, Will Bergmann and Jeremy Hall.  Supervisor Brent Priebe arrived at 6:25 p.m.  Also present were town clerk/treasurer Janet Krueger and City of St. Croix Falls Administrator, Joel West.

Appel/Hall moved to approve the agenda; motion carried.

The chairman read the call for a closed session per Wisconsin State Statue 19.85(1) (e) deliberating on fire services provided from the City of St. Croix Falls.  Bergmann/Hall moved to adjourn to closed session at 6:17 p.m. per Wisconsin Statute 19.85 (1) (e) for deliberation on the fire agreement with the City of St. Croix Falls; motion carried on a unanimous roll-call vote, 4-0.

The Town Board reconvened in open session at 7:06 p.m. with the board members; town clerk/treasurer and city administrator Joel West present.

Appel/Bergmann moved to adopt Resolution 24-23 approving the fire protection services contract at thirty-two percent of the fire budget equaling ninety thousand, eight hundred, eighty dollars ($90,880.00) over the next four years by adding thirteen thousand, two hundred and twenty dollars ($13,220.00) to the previous year’s payment for next four years starting in 2025; motion carried on a unanimous roll-call vote, 3-0 with Chairman Dorsey and Supervisor Hall abstaining.

Resolution 24-23

A RESOLUTION APPROVING THE FIRE PROTECTION SERVICES CONTRACT FOR THE TOWN OF ST. CROIX FALLS

WHEREAS the Town Board of the Town of St. Croix Falls, pursuant to Wis. Stats. 60.55 is authorized and required to provide fire protection services to the town, and

WHEREAS Wis. Stats. 66.0301 permits intergovernmental cooperation between municipalities, and

WHEREAS the Town of St. Croix Falls has previously entered into agreements with the Village of Centuria and the City of St. Croix Falls to provide fire protection services and inspections of public buildings within the Town, and

WHEREAS the City of St. Croix Falls has both facilities and equipment to provide fire protection services pursuant to Wis. Stats. 62.13(8), and

WHEREAS the existing contract expired December 31, 2011, and

WHERAS the City of St. Croix Falls and the Town of St. Croix Falls wish to extend the previous contract with an annual compounding increase of $13,220 beginning in 2025 until thirty-two percent (34%) of the fire department budget is met and thereafter no increase is to be more than five percent (5%) in any one year.

THEREFORE BE IT RESOLVED that the Town Board of the Town of St. Croix Falls approves a fire protection contract which includes inspections of public buildings with the City of St. Croix Falls effective August 1, 2024, at an annual compounding increase of $13,220 beginning in 2025 until thirty-two percent (32%) of the fire department budget is met and thereafter no increase is to be more than five percent (5%) in any one year.

BE IT FURTHER RESOLVED that one-half of the contract fee be paid February 1st of each year and the remaining half of the fee shall be paid August 1st of each year; and

BE IT FURTHER RESOLVED that the Town Vice Chairman and Town Clerk be authorized to sign the said contract; and

BE IT FURTHER RESOLVED that any previous agreements with the City of St. Croix Falls are rescinded.

 

Mr. West left the meeting.  Discussion was had on additional road work.  Decision was made to advertise for bids double chip sealing 180th Avenue between new asphalt on 180th Avenue from the new asphalt at State Road 35 east to the new asphalt at 180th Street; pulverize and double chip seal 170th Avenue from Village limits to east to 180th Street; and two bids – one for pulverizing 210th Street from 140th Avenue to 160th Avenue and one for pulverizing 210th Street from 140th Avenue to Fairgrounds Avenue East and pulverizing 210th Street from 150th Avenue to 160th Avenue.

There being no further business, Bergmann/Hall moved to adjourn the meeting; motion carried and the meeting was adjourned at 8:21 p.m.
