REGULAR TOWN BOARD MEETING, January 21, 2026
The regular meeting of the Town Board of the Town of St. Croix Falls was called to order by Chairman Michael Dorsey on Wednesday, January 21, 2026, at 6:00 p.m. at the Town Hall. Proper notice was given as the agenda was posted at the town hall and on the town’s website January 16, 2026. The Pledge of Allegiance was said. Present by roll call were Chairman Michael Dorsey, supervisors Katie Appel, Will Bergmann, Jeremy Hall and Brent Priebe. Also present were public works employee Steve Jacobs, and legal counsel Adam Jarchow.
Bergmann/Appel moved to approve the minutes as printed for the December 17, 2025, town board meeting; motion carried.
No public comment was had.
Business: Hall/Priebe moved to adopt Resolution 26-01 setting the date for the Open Book as April 1, 2026, 6:30 p.m. to 8:30 p.m. and the Board of Review for April 29, 2026, 6:30 p.m. to 8:30 p.m.; motion carried on a unanimous roll-call vote, 5-0.
Resolution 26-01
A RESOLUTION TO SET DATE, TIME, AND LOCATION OF OPEN BOOK AND BOARD OF REVIEW FOR THE TOWN OF ST. CROIX FALLS
WHEREAS Wisconsin Statute 70.45 requires the Town to have the assessment roll open for examination by the public; and that the assessor shall be present for at least two (2) hours while the assessment roll is open for inspection; and
WHEREAS Wisconsin Statute 70.47 requires that the Board of Review meet annually during a 45-day period starting the 4th Monday of April and no sooner than seven days after the last day of which the assessment roll is open for examination.
THEREFORE BE IT RESOLVED that the Town Board of the Town of St. Croix Falls, Polk County, Wisconsin, pursuant to Wisconsin Statute 70.45 sets the date of the Open Book in the Town of St. Croix Falls, Polk County, to be held on the 1st day of April, 2026, commencing at 6:30 p.m. to 8:30 p.m. at the Town Hall; and
BE IT FURTHER RESOLVED that the Town Board of the Town of St. Croix Falls, Polk County, Wisconsin, pursuant to Wisconsin Statute 70.47 sets the date of the Board of Review for the Town of St. Croix Falls, Polk County, to be held on the 29th day of April, 2026, commencing at 6:30 to 8:30 p.m. at the Town Hall; and
BE IT FURTHER RESOLVED that the clerk will provide notice to the public as required by Wisconsin Statutes 70.45(2).
Appel/Bergmann moved to adopt Resolution 26-02 approving a “Class B” license for an event venue ending June 30, 2026; and Resolution 26-03 approving an operator license ending June 30, 2026; motion carried on a unanimous roll-call vote, 5-0.
Resolution 26-02
A RESOLUTION APPROVING AN ALCOHOL BEVERAGE LICENSE
FOR THE YEAR ENDING JUNE 30, 2026
WHEREAS the limited liability company listed below has made original application to the Town Clerk requesting alcohol beverage licenses pursuant to Chapter 125 of the Wisconsin Statutes for the year ending June 30, 2026; and
WHEREAS the application appears to be complete and the required fee has been paid; and
WHEREAS publication of notice appeared in the Inter-County Leader on January 14, 2026, and was posted at the Town Hall and on the town’s website on January 8, 2026, per Wisconsin State Statutes 125.04(3)(g).
THEREFORE BE IT RESOLVED that the Town Board of the Town of St. Croix Falls does approve and grant alcohol beverage licenses for the year ending June 30, 2026, to the named limited liability company as follows:
SUNFLOWER HILL WEDDING AND EVENT VENUE LLC, a limited liability company dba SUNFLOWER HILL WEDDING AND EVENT VENUE LLC, Emily R. Koecher, agent, for a Combination “Class B” beer and liquor license, NE ¼ Section 32, 1265 220th Street, St. Croix Falls, WI 54024. BLB 2026-04
BE IT FURTHER RESOLVED that the Town Clerk be authorized to issue the licenses as the case may be.
Resolution 26-03
A RESOLUTION APPROVING ADDITIONAL OPERATOR’S LICENSES
FOR THE YEAR ENDING JUNE 30, 2026
WHEREAS the individual listed below has made application to the Town Clerk requesting an operator’s licenses pursuant to Sections 125.32(2) and 125.68(2) of the Wisconsin Statutes for the year ending June 30, 2025, and
WHEREAS the application appears to be complete;
THEREFORE BE IT RESOLVED that the Town Board of the Town of St. Croix Falls does approve and grant operator’s licenses to:
Koecher, Emily R 790 S Highway 35, St. Croix Falls, WI 54024; 2026-060
BE IT FURTHER RESOLVED that the Town Clerk be authorized to issue the licenses provided the required fees have been received.
Committee, Commission and Employee Reports: Mr. Jacobs gave the highway report. Hall Bergmann moved to approve payment of vouchers #25-333 through #25-341 in the amount of $13,413.02; motion carried on a unanimous roll-call vote, 5-0. Hall/Priebe moved to approve payment of vouchers #26-001 through #26-024 in the amount of $341,361.91; motion carried on a unanimous roll-call vote, 5-0. The 2025 year end budget summaries and 2026 year to date budget summaries were reviewed. Receipts for the period ending December 31, 2025, amounted to $378,517.65, cash balance on December 31, 2026, was $568,381.96. The zoning logs and building permit log were reviewed. Chairman Dorsey stated he had received a call regarding a mailbox potentially hit by the plow.
There was no closing public comment.
The February town board meeting will be held February 18, 2026. There being no further business, Hall/Priebe moved to adjourn the meeting; motion carried and the meeting was adjourned at 6:33 p.m.
